Preliminary Administrative Services Credential Program

NCSOE’s ten-month state accredited Preliminary Administrative Services Credential Program (PASC) is designed to provide equity-driven educational leaders with the theoretical framework and experiential fieldwork to become anti-racist administrators prepared to advance social justice and systemic change in TK-12 schools. Candidates also receive robust, ongoing support embedded within the program that prepares them to complete the requirements of the state-required CA Administrator Performance Assessment (CalAPA).

NCSOE is committed to cultivating and supporting effective educators and lifelong learners for California's students. In order to ensure that NCSOE's high-quality programming, NCSOE incorporates a continuous improvement cycle as a tool for assessment, evaluation, and implementation that supports Candidate learning and success.

Program Overview

PASC's 10-month program consists of:

  • Support and guidance from a Faculty Mentor and District Advisor
  • 160 hours of face-to-face instruction (22 Saturdays /8:30 am - 4pm)
  • 40 hours of guided, synchronous work in a small, online learning seminar
  • 90 hours of course specific fieldwork between each Saturday class
  • Master's degree option available through a partner university

 

Students who successfully complete the program are eligible to be recommended for a certificate of eligibility or a Preliminary Administrative Services Credential through the Commission on Teacher Credentialing.

Program Application Instructions

Eligibility Criteria

  • Possess a valid clear teaching or services credential
  • Have 4 to 5 years of experience in their credential area prior to completing the program
  • Show evidence of satisfying the Basic Skills Requirement (unofficial Bachelor's degree transcripts or other CTC approved method)

The application period for this academic year closed on June 15.

  1. Review the PASC Information Packet and PASC Enrollment Timeline.
  2. Attend a virtual PASC Informational Meeting. Register here.
  3. Complete the online application between April 1 and June 15th. Before you begin the online application, please make sure you have the following documents ready to upload:
    • Your current resume
    • Copy of your unofficial transcripts
    • Evidence of having satisfied the Basic Skills Requirement (unofficial Bachelor's degree transcripts or other CTC approved method)
    • Verification of experience: Provide letter(s) from your employer(s) verifying at least four years of experience in your credentialed area. Letter(s) must be on district letterhead and signed by an HR representative. If you have more than one letter, please combine them into a single PDF document before uploading. (Letter template provided in the PASC Information Packet.

  4. All applicants will be notified of the program's decision by June 30.

Establishes the program foundation by guiding Candidates to lead with an equity-centered vision that shapes all subsequent coursework.

Mid Fall (September–October)

Reflective and Progressive Ethical Leadership

Deepens the vision work by fostering ethical awareness and personal reflection, ensuring Candidates’ leadership actions align with equity and justice.

Late Fall (October–December)

EDA 632 

Transformative Instructional Leadership to Dismantle Systemic Oppression and Racism in Education

Candidates learn to apply their values and align their vision to culturally sustaining teaching and learning leadership practices, ensuring improvement translates into equitable access and outcomes for students.

Assessment Deadline

CalAPA Cycle 1 Due – November

Assesses Candidates’ ability to analyze multiple sources of school data for the purpose of identifying a single equity gap for a group of students.

Culturally Responsive Leadership that Engages Families and Communities in Inclusive and Thriving Schools

Equips Candidates to address the diverse needs and aspirations of families, especially those from historically marginalized communities. Candidates apply their ethical grounding to dismantle bias, foster trust and belonging, and leverage educational partnerships in the greater community.

Equity-Driven Leadership in School Operations and Systemic Improvement

Broadens leadership capacity to the systemic level, integrating operations, resources, and accountability structures that sustain equitable outcomes.

Late Spring (April–May)

EDA 636 

Advancing Social Justice Leadership in Political, Social, and Legal Contexts

Prepares Candidates to influence not only their school but also district and community systems. Draws on all prior learning to position Candidates as equity-focused change agents.

End of Program (June)

Celebration & Program Completion

Marks the transition from Candidate to credentialed leader. Candidates celebrate growth, collaboration, and readiness to serve as equity-centered administrators.

Assesses the Candidate’s ability to co-facilitate collaborative professional learning within a community of practice for the purpose of improving teaching and student learning. 

Assesses the Candidate’s ability to coach an individual teacher to strengthen teaching practices and improve student learning and/or well-being.
